EThekwini human settlements and infrastructure committee meeting decisions
The Human Settlements and Infrastructure Committee held its first meeting in the year yesterday, 06 February 2017. The following items were supported and recommended to the Executive Committee for final approval.

ELECTRIFICATION ROLL-OUT FOR HOUSES ALREADY BUILT
The Committee has granted approval to the Electricity Unit to roll-out an electrification plan to houses already built but are without electricity. These will include RDP houses, disaster relief houses, R293 houses and four-roomed houses which were refurbished by the City.

The homes that are not provided with electricity increase a risk of illegal connections. This poses a health and safety risk to the community. The City will be spending about R4.2million to electricity about 14 000 subsidized homes within various projects in the City.

TITLE DEEDS RESTORATION PROGRAMME
The Committee has approved a title deeds restoration programme. A target for the current financial year is to finalise 3000 title deeds. 1261 title deeds have been issued to date.

However, the City has a backlog of 71815 units for post 1994 and 11262 for pre 1994 stock that still has to be transferred to beneficiaries.

The Provincial Department of Human Settlements has approved funding to the Municipality for the appointment of service providers to undertake social facilitation and appointment of administrative workers to finalize beneficiary verification to clear backlog of title deeds in the City.

CONSTRUCTION OF AN INLET WATER MAIN PIPE IN UMLAZI
The Committee has approved the construction of an inlet water main pipe in uMlazi Ward 84, 85 and 86. The purpose of laying the pipe is due to the existing pipeline which has over time become delicate.

The uMlazi 4 & 5 reservoir zones supply approximately 9830 houses with water. The current situation is that there are frequent pipe bursts and residents are inconvenienced by the repeated disruption to the water supply.

Replacing the water main will reduce water loss thus providing residents with a reliable supply. It will also reduce water interruptions to residents in the area.

STUDENT WATER AND SANITATION CONFERENCE
The Committee has approved that the Water and Sanitation Unit host the student conference. The student conference is one of the many methodologies that the City targets the youth to educate and raise awareness on a range of water and sanitation topics.

The conference seeks to involve young ones in collectively devising the strategies to better address various critical issues that are water and sanitation related. The students will be granted an opportunity to conduct research on the conference theme and propose solutions on how best to ensure future water sustainability. Participating schools are chosen according to equity across all race groups and are selected across rural and urban schools.
